No mention is made of other enemy units in this revision, it reads as if you cannot engage at all.
Here's my suggestion based on the conversations and then I'm going to shut up.
"When moving models during a charge normal rules for movement are ignored.
Instead, starting with the closest model to the target unit, measure the charge distance as a straight line through the target unit and move the model over intervening models along this line until you can place it in BtB with the furthest reachable model in the target unit without ever coming into contact or passing over any model from another enemy unit that isn't the target. At this point your opponent shuffles the other models in the target unit a minimal amount to allow you to place the charging model, these shuffled models should also end up in BtB with the charger.
Now that the furthest model has been reached you can move your other chargers using the same system except you can now engage units other than the target as long as:
i) the line of charge passes through the target unit,
ii) the majority of charging models are engaged with the target.
iii) no subsequent charger is moved further than the first charger.
Your opponent must still shuffle models to make room but cannot move any model that is already in btb with a charger."
